Sophie Boreshe, P.E.
Ms. Boreshe is an experienced program manager and a professional engineer with more than 33 years of experience in Engineering Design and Planning; Program and Project Management; Operations Management; Contract Administration and Financial Management; and Strategy Formulation and Evaluation.
In the private sector Ms. Boreshe held several positions, including Senior Vice President for the South Mid-Atlantic region for a New York City headquartered firm. She was in charge of operations, marketing and business development for the firm’s Maryland; Washington, DC; and Virginia operations. Her responsibilities included her role as Project Manager for the firm’s construction management/inspection services project at DC Water, as well as on multiple Task Orders in Baltimore City. She also served as East Sector Business Manager for a large firm, where her responsibilities included monitoring the business and financial performance of all projects in 22 offices, reviewing and approving for execution all contracts in the sector, and participating in strategy formulation for the Sector. These offices worked on DOT projects in 12 states from New York to Florida.
Ms. Boreshe’s experience working at public sector agencies includes her role as Program Manager/Team Leader at DDOT’s Transportation Operations Administration (formerly TSA), where she managed a unit responsible for delivering diverse technical services from parking, traffic signal and lighting to traffic calming and plan reviews. Early in her career, as Project Manager at ConnDOT’s Consultant Design Unit, she oversaw major infrastructure projects with a total construction value of more than $300 million. Sophie has designed a variety of projects for numerous clients and jurisdictions, including the DOT’s of Connecticut, District of Columbia, Virginia and West Virginia, and performed environmental planning for clients as diverse as Pennsylvania DOT, and the New Orleans Airport Authority.
